This year, the Linux Foundation experienced significant growth, welcoming 270 new members and approaching nearly 1,000 active projects. And just as a rising tide lifts all boats, this year's report theme exemplifies our commitment to harnessing collaborative open source innovation for the betterment of people and the planet.

At COP28 in Dubai, Linux Foundation projects were actively championing open source as essential to realize climate targets and sustainable development goals. “COP28,” short for the 28th Meeting of the Conference of the Parties to the United Nations Framework Conference on Climate Change, ran from the 30th of November to the 12th of December. The single hottest information technology topic of COP28 was the use of AI to address climate related risk and to develop and implement adaptation, resilience, and greenhouse gas mitigation in a socially just manner, with attention also to minimizing the carbon footprint of AI. The LF’s sponsorship of the Digital Innovation Pavilion in the official “Blue Zone” enabled several presentations by LF staff representatives, including from LF Research, OS-Climate, Hyperledger Foundation Climate SIG, and AgStack Foundation, along with virtual participation by FINOS, ELISA, Zephyr, and SSIA (formerly Open19). Dozens of LF members including AWS, IBM, Red Hat, Capgemini, Boston Consulting Group, and BNP Paribas actively engage in the UNFCCC, and other UN conventions to address the Sustainable Development Goals (SDGs). Hundreds of LF members name sustainability as one of their top strategic business priorities, including participation in ESG-focused events throughout the year.

The Open Networking Foundation (ONF) recently announced that its portfolio of leading open source networking projects, encompassing access, edge and cloud solutions, are set to graduate to become independent projects under the Linux Foundation (LF). The move creates independent, community-led governance for the three major project areas: Broadband, Aether and P4, and sets the projects up for broader collaboration and adoption. Since 2011, the ONF has driven a proactive agenda to build open source solutions across the spectrum of networking domains. ONF’s projects have matured and moved into production deployments worldwide, championed by tier-1 cloud and telecom operators. We are thrilled to be able to share this announcement.

LF Research and LF Training & Certification have partnered once again in the 2024 State of Tech Talent Survey! This year’s survey aims to gain insight into the current state of technology talent acquisition and retention, with a focus on new and continued trends, challenges and opportunities this year, as well as the impact of generative AI (GenAI) on resourcing. As an individual involved in the hiring process, we greatly appreciate your perspective! It should only take 10-15 minutes to complete.
The Linux Foundation hosted a roundtable discussion with many leaders from the open source community to explore how to enhance ecosystem-wide collaboration on important topics. The discussion topics were synthesized into a detailed report that captures the meeting’s takeaways for improving collaboration on common issues such as regulation, cybersecurity, sustainability, and diversity, equity, and inclusion. Back by popular demand, Hyperledger Foundation partnered with LF Research for the second time since 2021 to examine the public’s awareness, perceptions, and opinions of the Hyperledger brand. The report, led by LF Research’s Anna Hermansen, captures survey and interview findings on the current state of the enterprise blockchain market, the perceptions and opinions of the Hyperledger brand in comparison with other enterprise-grade brands, the benefits of using the technology, use cases, challenges in adoption, and makes recommendations for the Hyperledger Foundation.
This report analyzes Japanese data from the 2023 World of Open Source survey to outline the region’s specific trends in open source adoption, use, and contributions. It finds that open source is widely used in Japan and that the majority of respondents believe that the benefits outweigh the costs. However, there are still important considerations for adoption, including concerns about licensing and intellectual property.

As we wrap up 2023, we're thrilled to share some key moments from December. Gabriele Columbro, the Executive Director of FINOS and General Manager of Linux Foundation Europe, shared insightful perspectives during the COP28 Event held in Dubai. Delving into initiatives focused on sustainability, ESG, and UN SDGs, Columbro highlighted the collaborative endeavors within FINOS, bringing diverse stakeholders together to develop an open-source financial stack. Simultaneously, as the General Manager of Linux Foundation Europe, he emphasized LF Europe's crucial role in advancing Linux Foundation projects aligned with EU priorities and SDGs
Alliance for OpenUSD unveils its roadmap for the core USD specification, announces 12 new general members, and forms a new liaison relationship with the Khronos Group. Read the announcement.
In a collaborative effort, Alliance for OpenUSD and the Khronos Group have jointly authored a blog post. This piece explores how the two organizations coordinate the roadmaps of OpenUSD and glTF to avoid unnecessary incompatibilities and enable better interoperability and seamless transformation between the two technologies. As part of the ELISA Project Seminar Series, Roberto Paccapeli, Functional Safety Manager at Red Hat, and Gabriele Paoloni, Sr. PE at Red Hat, gave a presentation titled, “ISO-PAS 8926 Overview and ISO 26262 3rd ed. Activity Planning. “ISO PAS 8926 “Road vehicles – Functional safety – Use of pre-existing software architectural elements” has been approved by the ISO community. This achievement represents a recognition of the work done in the last 2 years by ISO Sub-Group experts from multiple organizations / delegation to include the evaluation of pre-existing complex software for Functional Safety without losing the original ISO 26262 backbone. BASIL, a tool developed to support Software Specification analysis, testable requirements definition and coverage, comes with a web user interface and a simplified view of work item relationships. Originally developed by Red Hat, it has now been open sourced and contributed to ELISA. Luigi Pellecchia and Gabriele Paoloni share how BASIL can help structure work items in Software Requirements, Test Specifications, Test Cases, Test Reports and provide visualization for evidence, traceability, and gap. In October, the ELISA Project gathered in Munich office for an in-person workshop that had a great mix of first-time participants with representatives from non-member companies such as Canonical, Volvo, MBition, Harman and Valeo. Read the blog post.

FinOps Certified Engineer course is now available in the FinOps training catalog. This course provides a deep dive into FinOps concepts through the lens of an engineer, empowering engineers to turn cost constraints into benefits, make informed decisions about utilizing cloud technologies, and collaborate with FinOps teams and stakeholders to effectively manage cloud usage.

FINOS announces in partnership with The International Securities Lending Association (ISLA), International Capital Market Association (ICMA), and International Swaps and Derivatives Association (ISDA), the launch of version 5.0 of the Common Domain Model (CDM). This major release, hosted on FINOS, features a multitude of technical, product, and event improvements. Read more in the press release here.

LF Energy partnered with the OpenSSF to produce a free whitepaper, “Cybersecurity in Energy Infrastructure”, which explores how open source software is critical to the innovation and transformation of our energy infrastructure, and how to use it in a way that shields against cyber threats.
Jean-Etienne Lemaire of RTE spoke with TFIR about the CoMPAS project and how it is aiming, once live, to help engineers configure substations automatically.

LF Energy’s PowSyBl project issued new releases of PowSyBl Open Loadflow and PowSyBl Dynawo in its latest release train.
The FlexMeasures project from LF Energy released version 0.17, adding features for energy service companies.
On January 18, the Power Grid Model community will host a free online workshop to explore the project’s advantages over other software and provide hands-on experience performing power flow calculations for a single timestep, N-1, and time series.

We introduced a guide to becoming a CVE Numbering Authority as an Open Source project that are interested in issuing and managing their own CVE IDs through the CVE Numbering Authority (CNA) program. The guide is available on GitHub and will be kept up-to-date with changes to CNA program requirements.
We have taken a significant step towards enhancing the security of C and C++ software by releasing a comprehensive "Compiler Options Hardening Guide for C and C++." With this guide, the OpenSSF Best Practices Working Group aims to empower developers with the expertise and resources to build secure C and C++ applications.
This month, we shined the spotlight on the Sigstore project. Digital signatures play a critical role in the software supply chain, by providing verifiable attributes of authentication, integrity, and non-repudiation of artifacts as they are distributed between consumers and producers. By ensuring that the origin of the software can be reliably traced back to its source, digital signatures also help establish a chain of trust, confirming that the software is from the claimed source.
LF Energy and OpenSSF released a new whitepaper on how open source software is critical to the innovation and transformation of our energy infrastructure: Cybersecurity in Energy Infrastructure: The Value of Open Source Software. Contrary to common misconceptions, OSS offers not just affordability and adaptability but also a robust shield against cyber threats.
The OpenSSF has submitted a response to the Request For Information (RFI) on open source software (OSS) security and memory safe programming languages from the US White House Office of the National Cyber Director (ONCD) and its partners in the Open-Source Software Security Initiative (OS3I). We thoroughly reviewed the requirements outlined in the RFI and crafted our proposal to effectively address the needs and challenges specified.
Alpha-Omega announced the second year of supporting the Rust Foundation Security Initiative to build on the good work and momentum established by the Rust Foundation in 2023, helping to relieve maintainer burdens while paving an important path towards a healthier and more secure future within the Rust ecosystem. Alpha-Omega also reported on finding and fixing bugs in Open Source Software at scale through a grant to OpenRefactory.
As a part of the OpenSSF's mission to sustainably secure the development, maintenance and consumption of open source software, the OpenSSF earlier this year started to sponsor the operation of a critical piece of the community's infrastructure for communication. The oss-security and (linux)-distros mailing lists, which are operated by Openwall, have been a key part of the community's ability to collaborate on and communicate security issues which affect the open source community.
OpenSSF kicked off a new Guest Blog Editorial Review Panel to amplify voices in the security community. If you’re brimming with ideas or insights that you think the open source community will value, please consider submitting a guest blog post.
