New project announcement
Post Quantum Cryptography Alliance
Launched on February 6th, the Post-Quantum Cryptography Alliance (PQCA) is an open and collaborative initiative to drive the advancement and adoption of post-quantum cryptography. The PQCA brings together industry leaders, researchers and developers to address cryptographic security challenges posed by quantum computing, through the production of high-assurance software implementations of standardized algorithms, while supporting the continued development and standardization of new post-quantum algorithms.
The PQCA welcomes organizations and individuals to get involved and participate. To participate in the Alliance, collaborate with the technical community, and learn more about its mission and initiatives, please visit the PQCA website or GitHub.
LF Research: new publications + surveys
The eBPF Foundation partnered with LF Research to explore the evolution of the technology and its impact on the open source ecosystem. This qualitative report describes the history of eBPF, how it transformed the Linux community, and how it's being used today. LF Europe updates
In the bustling month of February, the Linux Foundation Europe was abuzz with a flurry of events, talks, and community engagements. Amidst a packed schedule, LF Europe actively participated in significant gatherings such as FOSDEM 2024, EU Open Source Policy Summit 2024 and a workshop on open source key areas for digital autonomy.
- FOSDEM 2024
The Linux Foundation Europe team was thrilled to participate in FOSDEM 2024, the premier event for software developers, held on February 3rd & 4th in Brussels. Our dedicated stand added to the vibrant atmosphere of collaboration, where attendees immersed themselves in talks, devrooms, and lightning talks featuring projects such as LF Energy, OpenSSF, TODO Group, SPDX, Automotive Grade Linux, and the Zephyr Project. The event was a testament to the vibrant spirit of collaboration in the open source community.

- EU Open Source Policy Summit 2024
In a landmark 10-year celebration, the EU Open Source Policy Summit, hosted by OpenForum Europe on February 2, 2024, brought together policymakers, businesses, developers, and experts to explore the crucial intersection of open source and digital policy. Keynote speaker Gabriele Columbro of the Linux Foundation Europe shared valuable insights, stressing the need to go beyond adoption and create markets and ecosystems to sustain open source projects in the long run.

- Workshop on Open Source Key Areas for Digital Autonomy
Additionally, LF Europe was deeply involved in the Workshop on Open Source Key Areas for Digital Autonomy, contributing expertise and perspectives to crucial discussions on cybersecurity, automotive design transformation, and more.

Moderated by Astor Nummelin Carlberg of OFE, the panel included industry experts Sara Gallian, Kristof Almasy, Detlef Zerfowski, and Angelo Corsaro. The workshop, organized by three Directorate-Generals from the European Commission, explored crucial areas for open source, including cybersecurity, automotive design transformation, implementation challenges in European public services, and the development of data spaces.

Decentralized Identity Foundation (DIF)
- DIF announced the donation of the Veramo project and the formation of the Veramo User Group. Veramo is a broadly-used SDK that is a popular choice for SSI implementation, providing core functionality such as Decentralized Identifier (DID) and Verifiable Credential (VC) management, cryptographic key management and secure peer-to-peer communications through DIDComm. The first Veramo User Group meeting takes place at 15.00 CET on Thursday 15th January - view the meeting details.
CAMARA
- CAMARA announced project growth and momentum since it became a directed fund in September of 2023, with the formation of a Board, Technical Steering Committee, End User Group, and Outreach Committee. Additional growth includes 950+ project contributors and over 350 participating organizations.
- The CAMARA community will be onsite at Mobile World Congress 2024 in Barcelona, hosting various activities as well as demos and other representation in member booths onsite. Activity includes:

- To celebrate Black History Month, Open Mainframe Project asked Governing Board member Dr. Cameron Seay, Professor at East Carolina University, to write a blog about education, something he is very passionate about. In this blog, Dr. Seay shares where he identified a skills and experience gap and what he did to help young black students get the resources they needed.
- Additionally, Emma Pitzl, Managing Editor of TechChannel, revisits a Making Our Strong Community, Stronger webinar that brought African-American panelists together to share their experiences and challenges with diversity, inclusion and belonging in the workplace. - March is Women's History Month and we invite the community to a new Making Our Strong Community, Stronger live discussion focused on "Diverse Perspectives of Women in IT." DENT
- The DENT community has highlighted member Amazon and how the organization is benefiting from its use of DENT.
- DENT has published a new blog post explaining Power over Ethernet (PoE), a technology for delivering DC power to devices over copper Ethernet cabling.
eBPF Foundation
- The eBPF Foundation has released the “The State of eBPF 2024” report, which provides valuable insight into how to make the most of what eBPF offers currently, plans for the future, and how stakeholders can get involved with the project to help it continue to improve.
- The eBPF Steering Committee (BSC) has published a 2023 Year in Review which provides a recap of community outreach and guidance activities, topics of discussion amongst the BSC, and influence within the foundation such as project admittance and sponsorship nominations.
Enabling Linux in Safety Applications (ELISA)
- The ELISA Project’s Tools Working Group focuses on application of tools, handling the tool results, and improving the kernel based on the tools’ feedback. Matt Kelly, Software Team Lead at the Boeing Company and lead for this group, shares milestones achieved last year, goals for this year and how to get involved in this new blog and video.
- The ELISA Open-Source Engineering Process Working Group (OSEP) examines how software engineering processes can be used to facilitate the certification of safety-related systems incorporating Linux and other FOSS. Led by Paul Albertella, Consultant at Codethink, the group considers the roles that a Linux-based OS might have in such systems, and identify how FOSS developers, system integrators and product creators can specify these, and provide evidence to support associated safety arguments. - Hyperledger Foundation announced its newest project, Hyperledger Web3j, which was contributed by Web3 Labs. Web3j is a well-established open source project created in 2016 to provide the plumbing for enterprise developers to work with Ethereum-compatible blockchains. It has had more than 2 million downloads since its initial release.

- LF AI & Data announced the graduation of the Marquez project, an innovative open source metadata service designed for the collection, aggregation, and visualization of a data ecosystem’s metadata. We recognize Marquez’s contributions and look forward to its continued success. Read more.
- RKWV (pronounced as RwaKuv), is a Recurrent Neural Network (RNN) family of models that combine the strengths of both Transformers and RNNs, joined LF AI & Data as a new incubation project. Learn more.
- The Generative AI Commons announced its 2024 elected chairs. Anni Lai from Futurewei will be taking on the role of Chair and Alexy Khrabrov from IBM will serve as Vice Chair. See here for more info.
- The Open Voice Interoperability Initiative has been working on a sandbox implementation of its Conversational Envelope and Dialog Events specifications. The sandbox illustrates how the specifications enable multiple independent conversational assistants to collaborate to help users solve problems that could not be solved by any single assistant operating on its own. - The U.S. Joint Office of Energy and Transportation has partnered with LF Energy to improve reliability and interoperability of EV charging nationally with LF Energy’s EVerest project. A webinar was held on January 29 to discuss this partnership.
- LF Energy and the Johns Hopkins University Whiting School of Engineering have joined forces to host the new Open Sustainability Policy Summit May 2-3 in Washington, DC.
- LF Energy members managed the Energy Devroom at FOSDEM 2024 in Brussels, bringing the open source community together to discuss ways to expand the open source energy ecosystem.
- Utilidata CTO and LF Energy Governing Board Member Marissa Hummon keynoted Open Source Summit Japan with a presentation on redefining grid operations from the edge with open distributed AI.
- The LF Energy CoMPAS project released a new tutorial discussing a plug-in for Siemens SITIPE.
- RTE hosted a Digital Substation Meetup in Paris to collaborate on the future of the energy sector, focused on substation automation.
- Admiral Instruments provided a Squidstat Cycler to the LF Energy Battery Data Alliance community to conduct battery testing.
- OperatorFabric, a modular, extensible, industrial-strength, and field-tested platform for systems operators, announced Release Candidate v4.2.0 with a range of new features.
- A new version, v1.2.0, of pypowsybl has been released. The PyPowSyBl project gives access PowSyBl Java framework to Python developers.
- EnAccess Foundation CEO Vivien Barnier discusses how to democratize energy access with open source solutions in a new video.
- In another new video, Alliander’s Maarten Mulder explains why more standardization is needed to tackle energy sector challenges.

Open Programmable Infrastructure (OPI) Project
- OPI Project members will be on-site at Mobile World Congress, on February 26-29 in Barcelona, as attendees and exhibitors. Learn more about what Arm, F5, Fujitsu, HPE, Keysight Technologies, Marvell, Red Hat and ZTE will be presenting or book a meeting with key executives.
- ONE Summit, which takes place on April 29-May 1 in San Jose, California, will bring together the LF Networking and LF Edge leaders, contributors and community members. Paul Pindell, Principal Architect at F5, will be at the event with a session titled, “OPI improves Portability of Cloud & Data Center Applications,” on Tuesday, April 30 at 2 pm. Learn more.
OpenJS Foundation
- We introduced our latest collaboration space, the package metadata interoperability group. They aim to iterate on the informal standardization of package.json and improve the interoperability of JavaScript package metadata for application developers.
- The Node.js Documentary is coming in March 2024! Take a sneak peek at the trailer.
- New security releases are now available for the v18.x, v20.x and v21.x Node.js release lines.
OpenSSF

- Plus we’ll be hosting a SOSS Community Day North America (formerly known as OpenSSF Day) on April 15th in Seattle at the start of Open Source Summit North America. Register Now!
- The OpenSSF Securing Software Repositories Working Group released Principles for Package Repository Security which is a framework for package repositories to assess their current security capabilities and to help roadmap future improvements.
- In January, the US federal government’s Office of the National Cyber Director (ONCD) released the end-of-year report Securing the Open-Source Software Ecosystem and related fact sheet. OpenSSF highlighted our role in strengthening the security and resilience of OSS, Championing a More Secure Future in Collaboration with the Public Sector
- The OpenSSF published a blog about the CVE-2023-6246 Root Access Vulnerability in glibc can allow an attacker to gain access to confidential data, exfiltrate or manipulate sensitive data, launch a ransomware attack on that system, and may enable lateral movements to gain persistent access to more critical systems.
- Similarly, OpenSSF commented that Time is of the Essence to Mitigate Vulnerabilities like Leaky Vessels in order to reduce the chance of the vulnerabilities being exploited by attackers.
- OpenSSF joined over 200 leading artificial intelligence (AI) stakeholders in supporting the development and deployment of trustworthy and safe AI along with other Linux Foundation (LF) projects including LF AI & Data, SPDX, and C2PA in US Department of Commerce Consortium Dedicated to AI Safety
- We also are pleased to report the Linux Kernel recently achieved CVE Numbering Authority (CNA) Status
- Alpha-Omega published its 2023 Annual Report detailing how it provided ten grants to eight organizations totalling over $2.8 million dollars

Overture Maps Foundation
- Overture releases new datasets. This release includes several incremental improvements, the addition of geopolitical boundary information in the Admins Theme and the expansion of GERS IDs across several themes. See the release notes.
- We are proud to share that Overture has been featured in a pivotal article by the American Planning Association, highlighting our contribution to sustainable multimodal planning with open source tools. Read more.

- We released PyTorch 2.2, featuring SDPA support of FlashAttention-2, new ahead-of-time extension of TorchInductor, device_mesh, a new abstraction for initializing and representing ProcessGroups and more in our blog post.
- IBM shares a step by step process undertaken to accelerate the current Triton GPTQ kernels by 3x and 6x in this blog post.
- Accelerating Generative AI Part 4: In the latest blog in our Generative AI series, we focus on speeding up FAIR’s Seamless M4T-v2 model.
- Introducing RoMa, a new PyTorch ecosystem tool that is an easy-to-to-use, stable and efficient library to deal with rotations and spatial transformations in PyTorch.
- The PyTorch Team shares an early version of float8_experimental, a library to accelerate training with float8 + torch.compile written in native PyTorch.
- Colossal-AI has achieved great results on 7B LLaMA-2 model by utilizing only 0.0085 trillion tokens of data.
